Event Details

The role of scrutiny is often misunderstood, maligned and mistrusted. Effective scrutiny, however, can ensure services are being delivered efficiently, savings targets met and performance improved. 


How can you overcome internal barriers and increase trust between members and officers by developing scrutiny and review as vital and transparent management functions? What challenges need addressing when scrutinising how services delivered by partner organisations are performing?

This interactive seminar will challenge traditional thought processes, consider in-depth questioning techniques and use of video evidence. It will also consider the difference between a finding and a recommendation, how to word recommendations so they can’t be ignored and work through good practice to evaluate each scrutiny process.

Keynote speaker:
Clive Betts MP was elected as Labour Member of Parliament for Sheffield Attercliffe in 1992. In June 2010 he was elected as Chair of the Department for Communities and Local Government Select Committee. His political interests include economic policy, local and regional government and housing.  He is chair of the All Party Parliamentary Group for Arms Length Management Organisations and the All Party Football Group.  

 

Facilitators:

The workshop will be facilitated by David Moses OBE and Geoff Brown, who are both directors of ELGH Ltd.

 

·           David Moses has over 40 years’ local government service with experience of revitalising the scrutiny function in two major local authorities. He has personally led a number of scrutiny reviews that have received national recognition for delivering service improvements.

 

·           Geoff Brown has significant management experience within a large county council and has worked for a district council. He specialises in performance improvement, policy, equalities, public involvement and localism and has experience of working with scrutiny committees on performance management issues.
